OK, I'm gonna throw this one out.
I've been uncomfortable with it since I presented it.

The answer is ak-Haru is the only one not mentioned by Amok.
(99 44/100% sure.

Anyhoo, he is the only one with no previous mention before he appears.

Susie Thurston is the only one with any connection, however dubious, to Covenant's experience in the Land. She's also the only one who didn't know enough about him to feel any fear/hatred when she heard his name.

But Megan was the only one likely to possess a real university diploma.

Litton was tho only one to intentionally and systematically persecute Covenant.

But the Trucker was the only one not from town.
