You're right, that information about the cultists was not available in 2nd Chronicles. The name "Community of Retribution" is new also. As to Jeremiah, it's certainly possible. I'm just wondering if anyone else spotted in the prologue that Joan's commune made up the cultists that attacked Covenant and took Joan? I don't recall that being apparent in the Second Chronicles.
That kinda makes me wonder if maybe Jeremiah was a contingency plan of Foul's all along ....
