No, it means that no one can give life (or directly resurrect a fallen character) without the permission of the god of Life. However, if a player finds another way to bring back a dead character and has the soul (delivered by the god of death or simply taken if there is no god of death), they could manage to circumvent the need for asking permission to the god of life... Brid would tentatively like to declare her allegiance (*shudder*) to the Sunrise Court.
