I'm thinking that the Creator had no material wealth in the real world, so the bill must have been settled by Lord Foul in his corporeal guise.
Or Bill Gates, as he likes to be known.

I agree with Furls Fire and vote for Sherriff Lytton as the perpetrator of malicious bill-payment. I loathe Lytton every time I read about him, Despite the fact that TC always acts like an angry SOB no matter who he's with.

Oh, I didn't like that maniac at all. I've always thought he was the one who rallied the citizens of Town Nasty together and came up with the idea of paying all his bills and so forth to keep him out. Probably took up a collection and everything. He was as bad as Foul, IMO.

And guys, the Creator had no reason to "lure" Covenant anywhere. He could have gone to Covenant if he hadn't decided to go to town. He had an uncanny knack of just "popping" up when he wanted to talk to Covenant or Linden. Remember...he appeared at the end of Haven Farm's drive to talk to Linden...

Sorry to throw a spanner in the works here, but I thought it would have been the actual utilities that just ex gratia'ed his bills.
