The frosting sorta sets up, but I would probably pack them between layers of waxed paper in a small container that is fairly full. That way they wouldn't have too much room to shift about.
I'm a old pro at sending baked goods through the mail. I've sent chocolate chip cookies overseas several times, and they made it fine. The one thing to be careful about is not sending crisp cookies. They tend to go to crumbs because they can't flex as well.
And we have verified cuteness. . . but what if I'm not swayed by cuteness?
