The begger in ochre

I just started reading through The first chronicles again the other day, and found myself wondering about the begger that tells TC to "Be True"
Most people thinks he's the creator but I think that he could be a kinda vessel for him (Like anele), but also a spokesperson for others like foul. Here's why I thknk so . . .
His right hand clutched a long wooden staff to the top of which was affixed a sign bearing one word : 'Beware.'
Beware?
For an odd moment, the sign itself seemed to exert peril over Covenant. Dangers crowded through it to get at him, screaming like vultures. and among them, lloking toward him through the sceams, there were eyes - two eyes like fangs, carious and deadly. they regarded him with a fixed, cold and hungry malice, focused on him as if he and he alone were the carrion they craved. Malovolence dripped from them like venom. For that moment, he quavered in the grasp of inexplicable fear.
Sounds like foul to me. But he also reveals himself to TC (whens his drifting in a kinda limbo place) at the end of TPTP, Is it the creator or foul trying to trick him? Or maybe someone else altogether???

Wow!! Very interesting. Very interesting indeed.

That would explain why he gave Thomas his ring back. Without it, it would be out of Foul's grasp. Also, without it, there would be NO danger to the Arch of Time....
