I always felt romantic interest was implied in the later special appearances of Sarah Jane Smith.
It's not canon that he get's younger, it only seems that way. He got older after Davison with Colin Baker and McCoy, and certainly Eccleston continued the trend of a 40-something-looking Doctor. I believed (wrongly) that Pertwee was younger than Troughton, which would make it a continuous progression of getting younger all the way through Davison, had I been corerct. I actually thought Colin Baker was younger than Davison too, because I thought Davison was much older than he looked.
