What scene is it supposed to represent and who are the characters depicted? Thanks.

the Cover of the Power that Preserves by Sweet depicts Banor and Foamfollower being Held in stasis but figting to free themselves from the Dead Highlord Elenas will using the staff of law. Thomas Covenant is trying to take the staff from her, she is attempting to destroy the Colosus,,... the green is supposed to represent Fouls Presence and hold over Elena im guessing. great cover.

No need to guess. Remember... Mhoram was looking at the krill and saw green overtaking the white of the gem. It was fully green when Elena had the ring when this scene was happening.
Covenant turned in time to see a short figure detach itself from the burning mud, step queasily onto the hard ground.

The figure was scarcely taller than the skest, and shaped like them, a misborn child without eyes or any other features. But it was made of mud. Flames flickered over it as it climbed from the fire, then died away, leaving a dull brown creature like a sculpture poorly wrought in clay. Reddish pockets embedded in its form glowed dully.

As Soft One stated no need to guess, green represents the power of the Illearth Stone and it's hold over dead Elena.

I couldn't find anything which indicates why Foamfollower has nothing on but his skivvies. But ...
