Well, I'm more for the statesman kind of captain. Intelligent, decisive, tactful, and so on. Obviously, Picard is my favorite. Others like the kind of captain that kicks ass and takes names later. They usually go with Kirk. Janeway's in-between the two. She doesn't hesitate to get in and get dirty, but she usually tries to think things through first (and you have to give her some credit for handling a fractious crew). Never cared for Sisco, but I never got into him enough to really make an assessment. Archer just seems like the worst of everything. Goody-goody, indecisive, and blindly headstrong. It's amazing the ship's still in one piece.
All pale in comparison to Commander John Chrichton, though.

There are two Kirks like there are two of Elvis. Young and cool and middle aged and fat. The young cool Kirk will always be the Captain that is just fun to watch. Having said that I think Picard is the guy I'd totally trust in the big chair. Who's the best Captain at being a Captain? Picard.

Out of the five I'd have to go with Picard, although I think John Sheridan was better than all of them.
I haven't seen enough of Enterprise to make a judgement on Archer. I sort of liked Cisko, although I thought it was irresponsible that, in the later series, he would take the entire command staff on an outing in the Defiant every other episode. Who was looking after DS9? It's a good job the Cardassians didn't watch BBC2 or they'd have been for it. No place in the list for Dylan Hunt?
If I were crewing a starship, I'd want Sheridan in command. The man's a tactical genius and he's not afraid to go against the book to get the job done.
In terms of characters I actually preferred Sincalir to Sheridan, as Sheridan fits the All-American hero role a bit too well. Sinclair was more troubled and self-doubting.
I always thought Tom Parris would make a good captain.

Tom as a captain? I'm not sure about that. He can pilot a ship, but I can't see him leading one. Not one much bigger than the Delta Flyer, anyway. Something fast and specialized with a skeleton crew, maybe. He'd make a great executive officer, though.
I thought the last episode was dead on with Harry as a captain, though.
And speaking of Harry... my little continuity rant. How is it that in one episode the man claims to remember his entire life from birth, but in another he can't remember being raised by aliens?

Gotta be Picard - but part of that is no doubt because I think Patrick Stewart is the finest actor to ever put on a Starfleet uniform.
If the determining criteria is how many times they saved the galaxy? Then I'd go with Kirk.
