Hah! I lived in Wallingford, Vermont for years, on top of a mountain. Dang!! We had 40 below one morning. Anyway, they used so much salt some winters it corroded everything. But, as others said, because of the basement/garage problems, I would definitely look into the possibility that you have a spring under your house, that the property was not sufficiently ditched and drained.
