Why is it that when stopped at a red light,
the person in front of you will stop about 2 or 3 car lengths behind the vehicle in front of them,
then the course of the red light:
creep up 3 or 4 feet - stop,
creep up 3 or 4 feet further,
then stop again,
and do this 3 or 4 times
before the light changes?

(I have pulled around to the front vehicles that do this)
