Personally I think the Creator has decided to let the worm to roused, and the despiser be loosed; but if that's true, why not just break the arch now? I think the answer lies in Covenant and Linden, whatever trials and situations they go through in the next three books have to prepare them for the final battle... one where Foul is destroyed utterly. Thomas, Linden, the Creator, Foul, maybe the worm and stars all fighting a grand battle... and then the earth be remade. That is what I think it going to happen.

I have a theory about this, that the Ur-Viles summoned Jeremiah at the beginning of TWL, originally intending to grab Linden (whom they needed for Vain's transformation) but then withdrawing hurriedly when they found that Foul was after her too. By accident they grabbed Jeremiah (yes, people can be grabbed by accident, remember Hile Troy). Since Ur-Viles live a long, long time Jeremiah's summoners still live so he never reverted to our world. And this explains two other things:
1. The Elohim expecting Linden but not TC. They could foresee the Ur-Viles' intentions but not Foul's.
2. Foul turning on the Ur-Viles in WGW-- not because of Vain (Surely he knew about Vain already, and at the very latest would have found out after TC's first visit to Revelstone), but because of Jeremiah. Foul's rage at the Ur-Viles and his revenge on them were very un-Foul-like: he's usually very snide, sarcastic, cunning and manipulative. Look at what he did with the Seareach Giants or the Blodoguard. A sudden rage and simplistic revenge is positively gauche for him, indicative of a major shock (he found out about Jeremiah belatedly)

As for Jeremiah's age, that's simple: he rode a caesure foreward in time with the Ur-Viles so only about ten years have elapsed for him.

I think SRD quashed the "Jeremiah in the Land for a long time" theory.
