I was going to guess tickling. However. If I remember correctly it was a little more involved. It included picking them up, turning them around while clasped in his arms, tickling and possibly some noogies.

Ok, IS's hint points toward something I was struggling with in my first answer (when I said bath) but I can't see how drying somebody (towel right?) is meant to be a threat...(I kept thinking "something to do with towels...) Was he flicking them with a towel or something?

I'll give it to you for that, but not the flicking. It was actually the act of toweling them dry that was the threat. The kids were running around wet and naked, and Gereden was stomp-running after them with the towel. He threatened to "towel" them (using it as a verb). My books are currently packed up, otherwise I would post the quote, but I believe he said he would "towel them within an inch of {their} lives." It was definitely all in fun, though.

Eremis used imagery to re-supply water due to the tainted water from Elega's efforts.
He claimed the reason was to proof he was trustworthy. Apparently at some points he seemed very dramatic about it because I beleive it was the Castellan? that mentioned noticing effort/sweat something like that.
He was eager at this point to prove trustworthiness because Terisa and Geraden were spreading statements of possible/probable treason by Eremis.
We find out that Eremis actually sneaked out of his efforts to at least talk with Terisa. Now if you had asked what he revealed to Terisa in that conversation...well that I don't remember right now.

2. Why did Terisa not notice at first where the image was coming from?
