I think that you were correct in your question....that this (In a round about sort of way) shows how arrogant the Elohim are.
They care very little about the Land, or anywhere else in the Earth other than Their own home.
The fact that they knew the White Gold was again summond to the Land; that they knew there would be a Sun-Sage, but couldn't be bothered to even try and find out if they were two different people or not does how how much (OR really how LITTLE) they care about anywhere else in the world.
From reading SRD's responce; I think he DID missunderstand the question...
I think; that HE thought; that YOU thought, that Daphin spoke both lines to the same person; not one to Linden, and one to Cov.
As far as author arrogance goes...he possibly got to thinking, "How could someone not get that she said one line to one, and one line to the other."

Going back a few posts, but someone bought "The Historian" for me as a gift. I have never been so bored in all my life. Road kill interests me more than this book did. About ten pages had the slightest bit of interest for me toward the end. Sorry, I agree with SRD on this one. Filled with hundreds of pages of details and background fluff, but no bite. Pun intended.

1. Consider the possibility that Donaldson himself is, figuratively, an Elohim! He "knows" the future (because he creates it), he has a tendancy towards being sarcastic, and he "tests" his readers!
2. I personally really enjoyed the Historian, but also felt the ending was weak. The ending was a bit equivalent to the old sci-fi movies when it appears all is lost, and then suddenly a new alien comes out of the sky and blasts away the bad guys. The writing up to the end was so strong and compelling, though, that I couldn't put the book down.

That's how I read the question when I saw it in the GI.
My own opinion was that they, the Elohim, understood what Foul's plan was. Findail at the One Tree yells it to Covenant as he's going beserk and later, in WGW, he explains why the Elohim acted as they did. Linden they believed would be essential to the recovery of the Land, though they didn't see the manner that she would do so.
As to the Elohim's nature, the Elohim are, as beings of Earthpower, somewhat corrupted by the Sunbane themselves. Or at least that's what I got out of it.
