How did Berek Halfhand create the Staff of Law?

The problem is that the Creator can't interact directly with the world he created. That was in TPTP. If he does then the world ends.

Well, it's the only thing we really have to go on, so we sure want to take it at face value. But maybe the legend is simply not 100% accurate.

Of course, with what we learned in FR, we can retcon an explanation.
