What's wrong with Welsey? Too precocious? Well his mom sure was hot!

I thought Powers was supposed to be annoying-but I don't get him (or Adam Sandler) after Wayne's World Mike Meyers became a complete idiot to me...

Tom Cruise (or however he spells his name) wherever he might appear (with the possible exception if he is playing really evil and have long curly blond hair...)

??? Wow. Aliens and Apollo 13 are probably his most well known (if you ever see this).
My vote for most annoying character at this point would be...
...Alien. She just won't die and keeps coming and coming and coming...

I would agree on Frodo and Sam, which is saying a lot, since they were just about my favorite characters in the book.
Whiney, weak, screaming characters. Too many to name. Give me clear-headed, forward-thinking characters, please.
The Emperor in Return of the Jedi. I wanted him muzzled after 5 lines. And yeah, he screamed on the way down.

Oh, yeah. Every one of his scenes were painful.

Absolutely. But I blame Lucas for such stupid writing.
"Let's see....Luke, I want you to turn to the dark side of the force. But rather than tricking you, I just want you to do as I say at every step so that you will turn. Wait, what? You aren't doing as I say because you
don't want to turn to the dark side? Well, here....do this then so that you will turn to the dark side. No? Well, I give up then. I'll just kill you."
Not exactly the clever baddy that very subtley turned Anakin into Darth Vader.

Umm...what was subtle about Anakin's turning?

So you really liked Magnolia, is what you're saying?
Reminds me of the funny quote, "But other than that, Mrs. Lincoln, did you enjoy the play?"

Agreed (if it's possible to agree with a question). I don't think Anakin's fall was very subtle, though it should have been. It was more 'make Anakin very angry, and tell him his wife will die if he doesn't turn to the dark side'.
Palpatine's acquisition of ultimate power in the Republic, on the other hand, was quite subtle.
I suppose we could fanboyishly explain away the Emperor's lack of subtly in trying to turn Luke by suggesting that, as Emperor of most of the galaxy, he may have become a little rusty at subtle manipulation. For twenty years all he'd had to do was give orders.
Of course, the actual reason is probably closer to a weakness of writing. That doesn't stop me enjoying the film though.
