Forgive me if I am mistaken and I must disclaim that I am only reading the First Chronicles for the first time. In the first chapters of TPTP Lord Mhoram admits to the reader that he has discovered the power of descecration and that the current Lords are limited in their discovery by the Oath of Peace. Lord Kevin had no such oath and did not limit his knowledge. The current Lords are using tunnel vision when exploring the first two Wards and may not be open to learning about violent or destructive power. Mhoram's knowledge puts him in a very unenviable position given the current climate, in my scope of knowledge.

The ur-viles were capable of creating the Word of Warning in LFB, that ability was beyond the Lords at the time. Remember High Lord Prothall's dismay at encountering the WoW at Warrenbridge? He remarked that no such expression of power had been capable since Desecration.

Ur-viles were also capable of forming Forbiddings - a skill that the Lords were able to do only at great cost to themselves, and at the outset required a High Lord's staff to perform.

During the Illearth War the ur-viles were able to construct catapults, destroy Forbiddings and take down Lord Verement's Word of Warning.

They were powerful as wedges with a focused loremaster, but nothing individually.
