A MILD hurricane? I thought hurricanes were a strictly defined meteorological phenomenon.

It's a matter of degree. A Tropical Depression is an offshore storm with sustained winds of 39 mph or less. A Tropical Storm has sustained winds of 39 - 74 mph. A Hurricane is anything above that.
