production cam?

I'm being given a $1000 budget to do a 5 minute documentary. I would like to spend about 3-4 hundred to get a better production camera. Any suggestions? I know real production grade stuff goes around $1,600 but I bet I can get something that would be a great investment until I can afford to really upgrade.
Phillip suggested I get a 16mm film camera, but film costs a lot and I don't have anything to edit film with.
I just want digital.
