Whose Idea Was The Oath Of Peace?

Did the Giants come up with it when they delivered the First Ward to the new Lords?

Did the people of the Land come up with it themselves?

The Oath of Peace goes hand in hand with the dedication to healing and Landservice which began after the Ritual of Desecration. It was probably instituted by the new Lords, but other than receiving the first Ward, nothing is spoken of them.

The people of the Land or the new Lords came up with it because they wanted to prevent another Ritual of Desecration from happening, IIRC.

The Illearth War, Chapter 4:
Mhoram: "The First Ward [Kevin] gave to the Giants, and when the exile was ended they gave it to the first of the new Lords, the forebearers of this Council. In turn, these Lords conceived the Oath of Peace and carried it to all the people of the Land - an Oath to guard against Kevin's destroying passion. And these Lords, our forebearers, swore themselves and their followers in fealty and service to the Land and the Earthpower."
