In any case, I seem to recall the description of the page as having the computer codes around the edges in a fashion similar to the card in The Santa Clause.

Oh, okay, the "why" was to prove that Warden had granted him the ability to harm UMCP personnel by telling him the word, "vasectomy".

Another hint: after Holt insists that Godsen leave his office within ten minutes to travel to UMCHO, Godsen crumples up the hardcopy of Warden's orders to remain within UMCPHQ before making the decision for his final order.
