Okay, a hint: Forrest was concerned a certain individual could intercept Koina's communication with Sixten, because he couldn't guarantee Koina a secure channel. Who was that individual?

So who is this Cleatus Fane? We just spent over a month and a half identifying him as the answer to CH's question. Other than being someone Forrest Ing is concerned may intercept communications, how does he figure in the story? How is he associated with Holt? With Alt?
