LCD Motion-blur

LCD Motion-blur
My monitor (an LCD screen) has been having some problems. I'll be playing a first-person shooter, and when I look around with the mouse, objects tend to blur or leave behind little "artifacts" of themselves. I'm assuming this is the monitor's fault and not the video card. The video card is installed, patched up, etc. Am I going to have to buy a new monitor? Seems such a high price to pay for crisp image. One shouldn't have to go through all that, so I'm wondering if there's anyway to fix the issues I'm having with this current monitor. Thanks.

It's your computer... the hard-drive... if I would hazard a guess.
