There is no accounting for what goes on in peoples heads with lottery purchases. Here's a phenomena I experience on an almost daily basis. A person comes into the shop - buys some stuff and then as an afterthought purchases a £1 scratchcard. They scratch it off there and then at the counter, 'win' their £1 stake back - and then collect it and leave. What changed! It took 30 seconds from recieving the card to collecting the winnings and in that time they went from 'I want to convert this £1 into a scratchcard' to 'I want to convert this scratchcard into £1'. They can't have ever been after the big prize because nothing changed in that 30 secs, so some other need (the need to gamble?) must have been satisfied.
