Black Widow does, for sure. Captain Marvel may be too new a property for Marvel to risk hanging a film on.
I'm pretty sure Ant-Man and Guardians of the Galaxy are both rebuttals to the idea that Captain Marvel would be risky.
Anyway, Carol Danvers has been around for decades as Ms Marvel, befoe taking the title Captain. She's well established, and her new version is very, very popular.
What I'd like to see, though it might seem odd given how I want to get to more female-led movies sooner rather than later, is a Captain Marvel series launched with an origin movie where the co-leads are a human Carol Danvers and Kree warrior Mar-Vell, with Carol inheriting her powers at the end of the film, and then Carol herself having the title role in the sequels.
The plot pretty much writes itself from the comics: Mar-Vell and Yon-Rogg are sent to evaluate the threat Earth poses to the Kree; Mar-Vell likes humanity and helps them; Yon-Rogg decides Mar-Vell has become a traitor to the Kree Empire because of his attachment to humanity, turns against him and starts plotting to kill everyone; Mar-Vell takes news of this to the government, starts working with Danvers to stop Yon-Rogg; final confrontation with Yon-Rogg at his Psyche-Magnetron results in it exploding, killing both Kree and giving Danvers her powers. Danvers puts on a costume, saves some people's lives, title card, roll credits.
