I don't know why they start at 1, but I have a few guesses:
1) Maybe instead of counting the years they've completed, they count the years they started.
2) Maybe they count the time in the womb as a year, even though it's really only 9ish months.
3) Maybe they didn't have a word for zero when they started paying attention to the number of years a person lived.
4) Maybe some other thing that I haven't thought of.

I looked it up on Wikipedia (because that's always accurate, you know :) ), and this is all I could find: Wikipedia page about East Asian age reckoning. Apparently this is common in many parts of Asia.
