More than anything else, the people of the Land respect the right of others to make their own decisions, I think.
Whether or not Covenant agreed to help them or not, on the whole, they treated him not one whit less than they would have had his support been immediate and wholehearted.
Certainly, they were great believers in, and indeed, as you say, great embracers of, personal responsibility. And that is, in the end, a trait that I admire and wish were more prevalent.
As we're talking about in another thread, our actions define us, because we can control them.
