This is similar to the plot of an episode of the Babylon 5 spinoff, Crusade. In that episode, there was another planet, that hadn't actually had alien contact yet, using Earth related things to "plant a coverup conspiracy". The belief was that people being obsessed with and afraid of a possible alien invasion, they stopped warring with one another, because they were uniting against a common enemy. My eye sees the "alien" theories as the perfect distraction from the truth.
While the public is so determined to find the truth about Roswell's aliens crash-landing and government cover-up, the government/military can go about its business without the real truth of what is going on at Roswell ever being uncovered.
The weather balloon/crash dummy explanation did exactly what the government wanted. They wanted a distraction from the truth. People used the weather balloon theory to further their belief in an alien craft crash-landing, which is the belief the government/military wanted.
So now they just have to make up more crap about it to turn eyes further from the truth. As long as people think that a spaceship landed, that will be their focus. Genious!

It is a point though. I remember reading a sci-fi short story with exactly that theme: The down-trodden minorities were eagerly awaiting contact, because suddenly that would make everybody on earth "human" without regard for race, creed, etc.
In essence, it would create unity based on that shared humanity. Something we've always sadly lacked.

Anyone checking out the history of security precautions during the Cold War (or any time in the modern age, for that matter) should have zero trouble believing our military would keep secrets pointlessly. The British made it illegal to reveal the name of the man who headed MI-5!

Secret military stuff. They have been using the site for decades for such stuff. The whole secrecy behind it is very scary. People who work there basically don't exist once they are there. Spouces can't claim any insurance when things happen to the 'employees' there...

I agree with Ur-bane. In my opinion (for I certainly do not have a factual basis here) the US gov't loves the whole alien conspiracy. They hope that anything that turns up in connection with area 51 (I always want to say area 54 - perhaps I am confusing it with studio 54), will hopefully get laughed off as ludicrous.
Perhaps a journalist somehow gloms onto some knowledge of what really goes on there. And prints a truthful and factual report. The US gov't hopes that folks will read it and then laugh it off.

I would really be interested to know what is going on there that has to have such secrecy.

Aliens totally crash landed and were taken to Area 51.
Unless they didn't.
But the crash wreckage was salvaged and examined giving humankind many short cuts in technological advancement.
Unless they didn't and we're a fairly bright group capable of inventing what we need or want on our own.
Hard to make up one's mind on the subject without some kind of tangible proof. Hmmm.. I guess I'll just wait and see.

I just downloaded Google Earth, a global satilite map program which lets you see any part of the world where commercial satelites have taken pictures. many populated places are incredibly detailed right up to seeing fuzzy people on the streets. You can actually zoom in as close as you want (and as the details will allow) Amazing.
And, you can type in Area 51 and get some amazing detailed images of this place that doesn't exist ...
or, I forget, didn't Clinton officially acknwledge it?....

And if you use Google Earth and check out Area 51 you can see some very unsettling large 'pits' of disturbing subtances ... can't say what they aer but it looks like horrible green sludge <shudder>, and some really cool (by that I mean strange) runways ...

Groom Lake was never officially recognized... and is now suspiciosly silent. The new Area 51 (52?) is supposedly near White Sands, NM, as I recall.

I seriously doubt they have alien spacecraft or the crews in them, however.
