Yeah recruitment processes they want so much these days ..long gone are the days of just rocking up and acing it .. and being the same directed to start. 
I didnt realise till applying for a govie job that the document I had was not a birth certificate at all. Course I was born in Selkirk UK and couldnt just pop down the road and get a proper one .. LOL so had to apply to the UK and then wait for it to get to me in Australia that held everything up big time 
oh well ... what can you do?
